It is a constant source of friction among workers – why are smokers allowed to pop out for a cigarette while non-smoking colleagues continue to toil?

Now a local authority is planning to crack down on the breaks in an attempt to get better value from its employees.

Breckland Council in Norfolk wants to make workers clock out and back in whenever they leave their desks for a puff.

In what is believed to be the first move of its kind in the country, they will have to work extra to make up for the lost time and make sure they are pulling their weight as much as the non-smokers.

The move will affect all 280 members of staff, from managers to office workers, and smokers would be expected to make up any lost hours.
